Weird, I take it they're there anyway though?

You need to supply the path to them.  Use them like
/usr/sbin/cobalt/adduser

None that I know of, but the man pages are pretty comprehensive.  The
man for adduser is called cadduser to avoid conflicting with the
standard system one.
