I have the very same problem!

RAQ4 - Frontpage Extensions Enabled - But...none of the form returns work.
I had to reconfigure them to a different script.

Did anyone have a resolution?

It works fine for me on a RAQ3i and all other servers I've used it on (not
tried on a RAQ4 though but wouldn't have thought it would
be a problem.)  Might be a silly question but have you installed the
FrontPage extensions on the site?  It won't work if you're just
using FTP
