I looked into this before moving to a RAQ. The 200 limit is for IP
addresses.  If you share IP addresses then the number of users is based on
traffic, memory, hard drive etc and I've spoken to a number of companies who
regularly run 300 or more and have tested to 500 without any problems.  I
tend to allocate 5 sites per IP unless they need telnet, SSL etc.
