I can publish via ip using frontpage on a RaQ3 (on sites with unique ip's)
I know this is kind of a stupid question to ask them, but you need to make
sure the client uses the "httpd://" in front of the ip #.

I've done it on a RaQ2.
There may be problems if the site isn't the first site to be assigned that
IP address. Since FrontPage uses HTTP not FTP it's not going to find the
right directory based on IP/user name/password. It's just going to look at
the first site in your httpd.conf that has that IP. If it's not a FrontPage
site it's going to fail. If it is, and it's not the right one, their user
name/password won't work.
