What I would probably do is to create a site with a registration area to special
content (such as the type of streams you want).
You can take care of a sign-in module for the site, instead of trying to
limitate the connections or per/view cost.
Another alternative is to use a merchant system to control download/perview
features included in the registration payment. Try MIVA Merchant. they do have
those type of modules, and they run with no problem on all Raqs.
