One more item to add:

If you wouldn't make the same comment face-to-face with someone twice your
size, then don't say it at all (i.e.: in a response, on-list). It does
absolutely no good calling someone a dumbass for asking a stupid question,
or retorting to a post w/o providing any helpful information relating to the
original question.

Maybe something on off-topic posts also? Although that sort of thing isn't
rampant on the user's list. Probably just mention to state "[OFF TOPIC]"
within the subject, and not to post questions about completely unrelated
hardware/software (i.e.: How do I get my vid card to work under Win 98 with
Quake).
