As Thomas said, they're usually hidden within FTP clients for security
reasons and usually you would TELNET/SSH in to change them (this is a limit
imposed by the FTP clients not the server).

However, there are FTP clients that will display them for you. If you have a
look at the (IMHO) excellent FlashFXP - http://www.flashfxp.com - it has a
setting that allows you to view/edit files prefixed with a ".".
