I've not actually tested this, but it's what I do, and it may even work

I give the "siteadmin" user the quota for the site; in other words I
create a siteadmin user just for the site (he won't get email) and give
him ten megabytes.  Then, since ftp uploads under the user quota, the
site will be limited to ten megabytes.

But your email users still won't be able to get email over half their
quota.  Because the quota system applies quotas to files written in
/tmp, and because the pop daemon creates a temporarily file, owned by
the user, in /tmp, before transferring the email to the user, the user
can never get email of more than half the space remaining usable in his
quota.  <frown>
