I knew IE is more forgiving of HTML errors so I thought somehow a template
is corrupted and maybe missing a BODY tag or something. Perhaps you can find
out from Cobalt where that particular missing/corrupted template is and get
a new one into the proper directory to replace it.
On my RaQ2 the "properties" of the control panel page show up as:
http://my.domain.net:81/.cobalt/services/?969491136010
I have no idea if those numbers would be consistent on another RaQ2.
My guess would be it's the /usr/admserv/templates/services.tmpl
I can send you my copy or services.tmpl if you'd like. Of course, make sure
you back up anything you change before replacing your .tmpl file with mine
so you can change it back.

dan someone posted a raq gui regenerator. It regenerates the interface for
you. Look for it. I have used it once or twice.
