Hey, I know the answer to this one ;o)
Mike, here's what ya need to do
Telnet in as admin and drop to root
then type 'export REMOTE_USER=admin' (no quotes of course)
then go to /usr/admserv/cgi-bin/.cobalt/siteUserList
and execute ./siteUserList.cgi
this will bring up a prompt, just type group=siteXX and then hit ctrl-D
it'll take a while for it to run, but that will return your site userlist!
