You have the logs?  You have the IP?  In which case, traceroute & whois
will take you to his / her ISP, and she / he can be dealt with.  If 
the ISP aren't co-operative in bringing this person to justice (this 
*is* criminal behaviour in most jurisdictions) then let the net at large 
know...
