We've never experienced any issues with Outlook at all.

If this is a customer trying to use the SMTP service on the RaQ3 server for
outgoing mail, then in our experience, the most likely cause is their ISP
blocking port 25 TCP/IP traffic out of their network. The only realistic
solution is to ask them to use their ISPs SMTP server in this case for
outgoing mail, but you could run SENDMAIL on another port.
