Methinks your problem lies partly in conceptualization. The RaQ is
not in itself a primary or secondary nameserver; it is simply a
nameserver for one or more domains. Now, for each domain, it has
either primary or secondary authority.
So now your answer is:
For domain1, tell RaQ1 to be primary nameserver and RaQ2 to be
secondary. Repeat for each site. Alternately, for certain domains
tell RaQ2 to be primary and RaQ1 to be secondary. In theory, this
will help to balance the load.
