We have add-on software for the raq3 that will do this (you'll need 2
ethernets of course), or you can put a standalone box in-between your
router and your servers and control bandwidth based on IP address (or
multiple other criteria). The software has some nice features such as
per-session limiting (ie limit each user to 56kbs) or balanced session
limiting (ie limit each user to bandwidth / #sessions). The software can
also do accounting on the same criteria.
