Think this relocation is a good idea, but would recommend an functional
differentiation scheme for naming a la "manadduser, mandeluser, etc" to
represent the manual command line execution v. the gui called tools. Could also
use something like "scriptadduser, scriptdeluser, etc" depending on popular opinion.

New RaQ 3 and RaQ 4 shell tools are available, see the change log below.

I have been debating whether or not I should move the shell tools into
the /usr/sbin directory (currently it is /usr/sbin/cobalt), this would
make tools in root's path by default.  If I do this I would need to
change the name of some command names due to conflicts with existing
commands.  I was thinking about adding a prefix to all of the commands,
for example: cadduser, cobtadduser, cobaltadduser, etc.  Ideas?

- ChangeLog -
  -added suspend and unsuspend commands, used for suspending or
unsuspending a user or virtual site.
  -added man pages (useradd man page is called cuseradd as not to
conflict)
  -added -g [group] flag to useradd, use instead of -d [fqdn]
  -fixed a problem with ASP not enabling on RaQ 4
  -changed syntax on delvsite from -f [fqdn] to -d [fqdn] for conformity
