This may not be it , but I had the problem when I accidently uploaded the
.htaccess files in binary rather then ASCII. you may want to look at that

Subject: [cobalt-users] .htaccess question
One last time:
My .htaccess directories recently stopped working properly. When a browser
looked
in one of the directories before, they were presented with a login dialog.
Now when the
directories are accessed, all they get is a 401 error (last time I called it
a 404, because my
custom error messages were crossed). I tried looking on the apache site,
but I find that site
hard to get answers from. Any help would be great.
Any suggestions on where to find the answer?
