Typically your upstream needs to provide reverse naming services.

However they can also delegate these services to you directly--essentially
you need to contact ARIN (arin.org) and let them know that you are the guy
in charge of that class C.

Then all that is neccessary is for you to set up the proper in-addr.arpa
records for BIND and you are in business.  Luckily the cobalt interface will
automagically build these files for you thru the GUI.
