no I don't have apxs on my cube2, but after a little digging -

ftp://ftp.cobaltnet.com//pub/experimental/apache-devel-1.3.3-1C3.mips.rpm

install this rpm and you get it.

still trying to install PHP4 ... I think I'm almost there :)
