I was seeing the same error message with proftpd (run-time scoreboard file.....). Following the advice given on this list, I moved the scoreboard file somewhere else, and let proftpd create a new one. This solved this problem. You could probably also just delete this file, but I wanted to be able to go back if that caused more problems. So far so good.

As for your telnet issues, I'm not seeing those, so I can't comment.
