Think I may have found a solution to your problems

To fix this all you need to do is delete this file, it should be done
by the rpm.

This seems to be a proftpd problem, I found some info on this on the
proftpd users list and attached it.

I had the same errors with proftpd, and tracked the problem to when a user logs in and is placed in a chroot'ed environment, the system can't reopen the pam files as it no longer has access to them.
I sent a patch in for this and it was incorportated into CVS the other day, so either get the latest CVS version or wait until the next tarball's are rolled out.
