It must be able to, since we only have a Qube2 at work and it's
the mail server for everyone. We don't even have our own domain;
suma.guate.net is only an A record in the ISP's DNS files, but
my Qube2 gets and sends mail flawlessly.

It works exactly the same as any other ISP does, or as your RaQ
does. It runs sendmail (SMTP) and qpopper (POP3 and IMAP) so it's
capable of doing everything (mail-wise) that your RaQ does. And
retrieving mail from it is no different from anywhere else.
