I did the same thing.... Just reverse the location of the two 
statements... It works like a champ then..

Like this:


# Normally, we want files to be overwriteable.
<Directory />
   AllowOverwrite                on
</Directory>

# Restore file permissions capability to site administrator
<Global>
   AllowChmod                    on
</Global>

	This is GREAT!   ... however, it didn't work for me.    : (

	I did exactly what Jonathan indicated, and I still get the 
message (as "admin" via FTP):
		"Operation not permitted..."

	Here's the output of my Telnet session (in part):

</Global>

[root@tesla /etc]# /etc/rc.d/init.d/inet restart

[root@tesla /etc]# exit
exit
[admin@tesla admin]$

	This really blows!  Anybody know what I did wrong or need to fix?
