[cobalt-users] New shell-tools

New RaQ 3 and 4 shell tools are available.

This release adds the ability to create the 'Forward Email To' UI option
in the adduser program.   The command line switch is:
-w [email address]
adduser -d www.foo.com -u bar -f "Mr. Bar" -w bar@xxxxxxx
