I get:

Of course it couldn't find it, because there is an extra slash in the
address. It should read:
/var/lib/rpm/packages.rpm
Even attempting:
rpm -e mod_php3-3.0.7-4
I get the same thing.
Any clue how to fix this?
Log in as root.
