Those lines will basically turn your SMTP server into an open relay.

If you or another trusted user with admin access didn't put those lines there
then you have been hacked. If you've been hacked the hacker probably replaced
system files with malicious programs, created back doors and did other things
you probably will never be able to discover. The safest course of action is to
wipe the server and re-install everything.
