I believe the RPM is named freetype and I think it can be found on the Cobalt
FTP site.  If not try a search on google.com or rpmfind.net for "freetype".

You definitely don't need ttf support to install PHP.  You only need it if you
want to use certain PHP functions related to true type fonts *after* you install
PHP.
