I think it's rather inetd that's being stubborn.
Does pop-3 have problems too? (also run from inetd).
I havn't installed the update as of yet. Then again i rather use ssh
and scp.

Cliche: If it ain't broke don't fix it. :-/
Installed the updates (I like to break stuff :-)
It seems that the rpm for the not root vulnerable proftpd saves the
/etc/proftpd.conf to /etc/proftpd.conf.rpmsave.
Try switching the ftp service off and then on.
That would copy the proftpd.conf.master back and ftp shold be fine.
No problems with telnet though.
