We'd really need to know more about the query frequency during peak usage (# per
minute), type of queries (selects on indexed rows of short tables, inserts,
updates, complex joins on large unindexed tables), table size, etc.  And what
else will be running on the server?

It really is a MySQL question, but more so it's a vague question.  I can tell
you that you'll probably want to add RAM before you'll want to invest in a
second server to handle a heavy MySQL load.  And if all you need to hear is that
MySQL on a RaQ3 with 128MB of RAM can handle half a million selects on small
tables or half a million inserts then the answer is most likely yes.  If you
already have a RaQ3 it comes with benchmarking tools.  You can run those and
compare to the results of other hardware or ask the friendly folks on the
mysql.com mailing list what they think.
