I was a "system builder" (I'm not anymore).  A very different program
from any other.  They sold us software and hardware in 3-packs and
5-packs.

Perhaps not as inexpensive as we'd like, but certainly less expensive
than through any other channel.  And we could always upgrade to the
"Dell" class of volume and sign the same contracts as Dell and get the
same deals; that was what the system-builder program was made for, after
all.
