Using ipfwadm/ip-chains should do as a simple firewall. It can be
downloaded from the Cobalt experimental ftp-server (AFAIR).

You can add accounting rules to the kernel with ipfwadm/ip-chains. You
can also use a system like IPAC (find it at Freshmeat), that has some
accounting possibilities (telnet usage).
