Yes. You can avoid it by judicious use of virtual server blocks
hand-edited into /etc/httpd/conf/httpd.conf.

Yes. At least the TTL time in the SOA record for the domain. Possibly
a lot longer (as with some major ISPs and some mail-server programs.
