It's not really taken away, but a user's files (email or other) count
against the site's quota.  However, you can create a site with a 10 MB quota
and create 50 users on the site, each with 1 MB quotas.  Obviously, all 50
users could never reach their 1 MB quota b/c their files count against the
10 MB site quota and it would be exceeded.
