Majordomo lists have a configuration file where you can limit who can post
to the list.  You can make an announcements-only majordomo list this way.
To quote the Cobalt.com knowledgebase:

"In order to do this, you will need to edit the configuration file for the
list. They are located in: /usr/local/majordomo/lists
You can set the list up so that it will only accept e-mail from certain
users.
