Having a user in 32 groups max is a kernel issue.
Putting the same user in 32 groups is a Cobalt distribution issue.
Which one do you think is easier to accomplish? Somehow, I
almost expect the former one to be resolved first.

Not without hacking into the UI. If you wished, you could set the
perl code so that it counts or pulls the site# on the RaQ2 and rotates
admin<other-number> every 30 sites or so -- while still leaving you
room for the wheel group.

You *could* allow root to ftp in, not recommended but it would access
the entire site.
Another option is to hack the UI so that each site has it's own main
administrative user. Have fun.
