Your need to change the .ftphelp in all spots.

/etc/skel/.ftphelp
/.ftphelp
/home/sites/www.users.com/web
/home/sites/www.users.com/user

Then in each users directory than the next time you add a user the
/etc/skel/.ftphelp will be in the new files you create.
