When you set the flag for requesting av return receipt in an e-mail,
it's not the receiving server that's supposed to send you a receipt,
it's the e-mail client (and usually only when the recipient has read
(or opened) it. After all, the mail can be left lying on the server
for yonks. The receipt is only useful if you know the recipient has
read it.
How the client programs handle the receipt, is varying - some send
them back whenever they're requested, some ask the user if they
should be requested, and some just don't give a damn... If you never
get a return from somebody, chances are their e-mail client doesn't
support it.
In short, the return receipt function isn't reliable enough to be of
real use...
