Miva's isp/hosting deal (which requires signing of a non-disclosure, so
I can't say much about it here) is significatly more expensive than even
$2,500.

It's an extremely good deal, however, if you don't mind buying in blocks
of 100 licenses.  My ex-partner bought and uses that deal.

We've got a better MIVA deal (yes, perfectly legal, legit, and supported
by MIVA), but I don't want Zeffie to get mad at me, so I guess I can't
write too much about it here, other than to say it requires a RaQ rented
from us.  You can get as little as one license, and it's still cost
effective on a monthly basis.
