What do you mean by "user" a 'httpd user', a 'ftp user', or a 'telnet user' ???
I know that if I 'ftp' or 'telnet' into a site as "the user" I can't go anywhere
that I don't belong, but if I 'ftp' or 'telnet' into a site as "the admin" I can
go anywhere!!!
If you are writing about 'httpd users' David has it correct, every directory
should have an index.html, even if it just says "you don't belong here".
