Did you run it as su ? It works for me on my RaQ3, so it might just be that
you didn't SU into root from admin. Try doing that:
[admin@ns admin]$ su
Password: *********
[root@ns admin]# /etc/rc.d/init.d/httpd stop
(or restart, or start, which ever one you want)
