Web Adverts runs fine for me on a RaQ3 serving about 1000 ads per day.

Just make sure that there is a .htaccess file in the folder that
has the web adverts scripts (ads.pl, etc).

The .htaccess file should look like this:

# .htaccess

Options +ExecCGI
Action cgi-wrapper  /cgiwrapDir/cgiwrap/
AddHandler cgi-wrapper .cgi
AddHandler cgi-wrapper .pl



Note: This is sort of a work around.
