There's no way to do so using the UI (unless you rewrite it). Since Cobalt's
installation of majordomo (the mailing list software) appends _siteXY to the end of
the files in /usr/local/majordomo/lists associated with every list that is created
through the UI, you could write a script to email you when the list count for a site
exceeds a threshold value. You could even have it take some level of action (delete
list, disable list by moving it) if you wanted. I think anything more than educating
your users and monitoring their list count periodically is overkill, but YMMV.
