It depends on, how you have installed MySQL. But normally this goes:
Global configuration: /etc/my.cnf
User options (for client programs): ~/.my.cnf
Server-specific options: DATADIR/my.cnf
If you don't see the my.cnf file right now; just create it:
touch /etc/my.cnf
