You cannot upload files using Telnet.  I suggest that you download (use MS
Internet Explorer or Netscape to do that) a FTP program that runs under
Windows(ex. CuteFTP or WSFtp).  Run the setup.  Once the program is
installed, read the help file about how to upload files.
