You'll need to change the owner of the script to a valid user of the website. Right now, the owner is httpd, and that won't work.

Hope this helps, I had the same problem about 3 weeks ago.

I must be seasoned now that I have endured the death and  restoration of a
commercial working Raq2. (who's with me?) and now I have yet another
question.

Being an obedient lad I installed ALL necassary security patches starting
from 1.0 through to 2.9* . Now the home site and the subdomains are all back
online but cgi's of any kind dont work.

CGIWrap Error: Execution of this script not permitted
Execution of (httpd) is not permitted for the following reason:
User not Privlidged.

I have tried to disable and reenable cgi through the siteadmin GUI but
nothing appears to work. Does this have anything to do with CGIWrapper
Update 2.3 (Raq2-Security-2.3.pkg) ?  Im am still VERY VERY mistrusting of
these security patches, especially seeing this brand spanking new restored
raq 2 is playing up in its first hour of life.
