It requires the user to retrieve his mail using POP3 before he can use
the sendmail server for relaying.
Technically said, that means that your server _denies_ relaying, unless
the ip of the sender is listed in a special file. This file is updated,
so that whenever a user retries mail using POP3, his ip get's added to
the special allow access file.
