Replying to my own inquiry with what I found out.

This applies at least to a Raq3i which is what I have. Part of
the update includes an updated kernel. That kernel does not work
if there are over 60 IP based domains on the box (I had about
100). In order to get the thing running again, Cobalt tech
(thanks Curtis) had to replace the update kernel with a previous
version. That fixed it.

The net: At least for Raq3i with over 60 IP based domains... _Do
Not_ install the 6/15/2000 OS3 update.
