[cobalt-users] Can't modify virtual site users

I just installed my first virtual site on a RAQ2 and now I can't log in as
admin and modify the users on either the virtual site or the main site.  I
get a forbidden message.  I search the archives with no luck for an answer
but did see the question.  So what have I screwed up?  Any help would be
greatly appreciated.
