Create the user as a site admin for one site, and then go edit the
/etc/groups file. Here you have to add his user name to the various
sites he should be siteadmin for (they're numbered like site11, site26,
etc.).

If you have updated your RaQ3 with OS3, you'll also need to change a bit
in the Cobalt system. It's a bit lengthy, so I won't give details here
if you do not need them.
