It's possible they already set that up...
Did you try creating a domain on one of those
IP addresses? What happened when you did?

When I do a trace route from my office to any of the ip's the
trace stops at the ISP's router.
Find route from: 196.7.203.193
to: 196.7.31.11

Being completely new to anything Linux I phoned the ISP to ask
how to configure the RaQ3i so that the ip's could be configured to my
primary interface.
They checked their configurations and said I needed to telnet to
the box and to enter in the commands below.
/sbin/ifconfig eth0 alias 196.7.31.0 netmask 255.255.255.0
The response I get is
alias: Unknown host
I'm not sure if the problem is on my side or the ISP needs to do
more configurations?
