You may want to take a look at the BWMGR by Emerging Technologies at 
www.etinc.com. They make a piece of software that does just this.  It is 
a bandwidth manager.  They have an all in one solution, as well as 
versions for Linux and BSD.  There is even a RaQ version.  As far as the 
accounting goes, we made a little program that is called BWAC or the 
Bandwidth Accounting Manager.  It will email stats on a daily, weekly, 
monthly basis to you or any of your subscribers.  This output is text 
based and can be easily imported into an accounting program.  If you go
